Default Key Wages war on the Gangs and P makers?

So New Zealand the Govt want to tackel the manufacturing, distribution and use of P in our country. What are your thoughts on the methods they intend to use in this battle.

1. Restricting access to the precursor chemicals P is made from, pseudoephedrine only avaliable on prescription.
2. Use new powers to break drug supply chains by attacking the gangs and criminal organisations that make, supply and distribute P.
3. Ensure more P addicts get the treatment they need to quit by providing more treatment capacity and better routes into treatment.
4. Support families and communities to stop people from becoming P users in the first place.
5. Provide the leadership needed to ensure that government agencies charged with the responsibility for tackling P get results.

It all sounds good in theory, but what are your thoughts. I guess they have to start somewhere?
