This is great news as it would be a huge step for the entire internet.

Spam Bill passes second reading

Yes I think that bring a Spam Bill into effect may change the face of the Internet. It would make it about 100x faster and possibly easier to search for things on Google- if there wasnt so much ads to get through before you found what you want.
Will be watching this and other similar events closely.
