I don't know where you live, but I can't tell you that language is NOT part of the criteria anymore. Many immigrants cannot or will not speak English; this isn't bigotry, this is empiricism.
Why do we have to let the scales even up?
All people have their own important issues, not just "Indigenous" people. Besides, Pakeha are New Zealand's second Indigenous group. We have been here for 200+ years, and are certainly indigenous compared to Asians and Africans, who by and large only started coming in in the last 30 years. "Indigenous" is relative.

Regardless of whether Pakeha can ever be in any sense "indigenous" to New Zealand, what about Pakeha in Europe? After all, everyone is indigenous to somewhere. I was born and raised in New Zealand; if I'm not indigenous to New Zealand, then where am I indigenous too? Where did my people come from? Okay, I can trace my family tree back to England. So, am I indigenous to England? What do you think about indigenous English people in England, or indigenous Welsh people in Wales, or indigenous Scottish people in Scotland? Do they have "their own important issues" in their ancestral, native homelands?

Clearly, racial preservation for whites is the most important out of all races. If you'd said "racial preservation is not important", then that would be one thing. But you've singled out one particular race for whom it's not important. Why is it important for other races, but not for the white races? White people are a declining minority in the world; only about 12% of the world is white, and if you look at our falling fertility rate, we are endangered. If you support this, then that's anti-white racism, and (passively) genocidal, no matter how much you try to dress it up or justify it.
